Title: «Innovation capacity and performance in Europe: which are the implications of the EIS for innovation policy?»

Abstract. This project will make a step forward in the assessment of innovation performance of innovation systems as a whole, from a holistic perspective. The project aims to discuss different measures of performance to get a more comprehensive view of an innovation system, in order to get a multidimensional view of innovation systems. The ultimate purpose of the project is to provide policy makers with a tool to continuously monitor their (national, regional) innovation systems so as to define more effective and targeted innovation policies. The efficiency approach adopted allows identifying those areas in which the largest sources of inefficiency are produced, and accordingly, resource reallocation/redistribution can be identified, indicating those policy areas in which additional support is provided, thus setting a policy agenda for policy makers’ intervention. The novelty of the project lies in the development of a prototype that will be tested at the national level. When this prototype provides the conclusions policy makers require to better manage their innovation policies, then it will be applied in all European regions. The project will provide the basis not only for identifying the sources of inefficiency in national and regional innovation systems, but also for mutual learning across Europe, as we will be able to identify benchmarks for every territory (country, region) so the policy practices implemented in some others can be translated, adapted and adopted by others. This project is particularly relevant in the current context of reduction in public spending towards innovation and the increasing demands for accountability of public investments. It is also particularly relevant in the context of the EU, due to the Smart Specialization Strategies being implemented in most regions.
